Short answer: no. Long answer: well, it depends.
I have been stating this for a long time now: following back on Twitter doesn’t make any sense. If I follow someone it means I am interested in what he/she is saying and I want to come across his/her status updates in my main timeline. The fact I am interested in what he/she say, doesn’t necessarily mean he/she is interested in what I say. Right?
On Twitter, I can chat with someone all the time and we can suddenly realize we don’t follow each other. For many users, this happens all the time. Following someone just increases the probability to come across his/her posts in my main timeline, nothing more. Take into account that I can add someone to a list without following him/her. When I look at that list’s updates, I can read his/her posts but I am not actually following that user.
On the other hand, following someone can work as a “signal“. By following, I can grab that user’s attention and it’s like a way to say “hey, I am (potentially) interested in what you say”. This is fine and if that user realizes that, he/she can decide to follow me, too, or even not, and I don’t really care. If I am seriously interested in what someone say, I will keep following him/her regardless the fact he/she will follow me back or not.
